What is BEE?
BEE is the abbreviation for Black Economic Empowerment. It is a racially inclusive program designed to incentivize businesses to incorporate the previously disadvantaged population of South Africa into their organizations. BEE was introduced by the government to offer Africans, that are not of white decent, an opportunity to amend the inequalities within the population that were created during the apartheid.
What does B-BBEE stand for?
B-BBEE is Board-Based Black Economic Empowerment. This is the name of the Act which governs the Black Economic Empowerment program. It provides the legal legislation framework for how B-BBEE can be implemented and how to achieve B-BBEE certification.
What are the levels within the B-BBEE programme?
The levels relate to the size of your organisation and the different pillars of B-BBEE your business has achieved.

- Exempted Micro Enterprises (EMEs): These are businesses that have an annual income of less than R10 million.
- Qualifying Small Enterprises (QSEs): These are businesses that have an annual income between R10 million and R50 million.
- Medium to Large Enterprises (M&Ls): These are businesses that have an annual income of over R50 million.
The QSEs and M&Ls are then assessed according to the BEE scoresheet which is made up of the following criteria:
- Increased foreign investment.
- Improved reputation and respect.
- Higher productivity as employees are more skilled.
- Decreased poverty as socio-economic initiatives increase.
- Increased tolerance and acceptance within the community.
- Higher creativity and ingenuity from a diversified workforce.
- Being BEE compliant means more marketing opportunities.
- BEE compliance shows the true character of your associates.
- More skilled workers through skills development programmes.
- Decrease in crime as the community becomes more educated.
- Increased transparency and accountability within organisations.
